 IACV/AAC idleing/ timing issues

A little background on the issue; the NX currently has a RR engine with a lowport 95-97 B14 intake manifold. It is also currently missing the EGR valve and hard line to the header. I am not sure if this makes a difference, or if it could even be related to the current issues.

The idle adjustment screw is threaded all of the way in and the idle is currently sitting at ~1,800 rpms. This continually fluctuates and bounces between 1,800-2,400 rpms. I took off the IACV/AAC (Inside was extremely rusty and dirty) today and cleaned both, but it is still doing the same thing. Due to this I am unable to get the car into timing mode, so that way I can set the idle, timing, etc. etc. Multimeters and I don't really seem to get along, so this is my first step. I have also followed all of the vacuum lines and it appears everything there is good to go.

I am mostly looking to see if someone locally (Madison area) has a known working/ good IACV/AAC that would be able to allow me to install it to troubleshoot my issues.
